Problem KVM and SWAP

| Hello,
I've problem with kvm/swap for some reason when i hit swap territory even if 1mb swap my IO wait or wa (top) hit to 90% and i'm unable to do anything, the vps is very slow unable to do anyting.
I know swap is slow but this is ridiculous, i try with pc home to test swap and i dont getting this slowless as my kvm.
The question is this normal or there is something not right? my HDD speed is 269.0 MB/s so not should be a problem and ioping not more that 0.3 ms

| You are not supposed to use swap. Swap is not backup ram. It is just an emergency backup in case system suddenly runs out of memory.
