cpanel filters don't work?

centos 4.5
I am testing the email filters here (account level). I sent an email from my gmail to my main hosted domain.
Subject: test
body: д
(get foreign spam with special characters as the above)
In the filter I added two rules:
any header / discard
body / discard
(for д)
Email still comes through. Why?

| Just check the following 2 things initially and let us know the results.
1) Check whether the filter rules you created via cpanel has been added to the vfilter file of the domain
2) Check the exim log file (/var/log/exim_mainlog) to see the email transaction to the mentioned domain.
