Racoon, OpenSWAN and StrongSWAN are the common Linux IPSec VPNs with OpenVPN being the common SSL VPN.
In my experience they are all a complete git to set up compared to Fortinet/Check Point/CIsco dedicated security devices. Although if you can find a control panel that supports them (never really looked) then it should be a lot easier.
I would advise you to go for SSL if you don't know much about IPSec and don't fancy wrestling with the problems it invariably generates, particularly when you don't manage both ends and are going between two different vendors (e.g. racoon to CIsco etc.)
Not sure what kind of throughput you will get on modest boxes like that as IPSec and SSL can both be quite taxing on the processor due to their encryption algorithm. You'll probably get a fair few tunnels (maybe a couple ofhundred) if you stick with DES or maybe even 3DES for IPSec.

We've used OpenVPN in the past and we were pretty pleased with it.
So I advise you to look into it if you plan starting such a service.
Of course, you'll have to look around for any control panels or so if you want to offer that feature.
