You first need to select the virtualization technology you want to use
EG: Xen, Virtuozzo, openVZ, Xenserver , Vmware, etc

What kind of dedicated server do you have? Do you have enough storage to provide backups for these vps's?
Do you have a technology choice in mind? What kind of VPS's do you wish to offer Linux or Windows? You have options of Xen or OpenVZ.
Technology wise you have many options such as Parallels Virtuozzo product(windows + linux with good density but most expensive), VePortal (linux - openvz) & SolusVM (openvz + xen which in my opinion are the most popular of the current options.
It all boils down to which technology you are comfortable with and the budget you have in mind.

I would say that you should upgrade your 250GB disk to 1TB also so that you can go for some kind of RAID software or hardware - preferred.
Otherwise the server is suitable. I would personally like more ram but it is up to you based on the technology that you choose. You may be able to get a Parallels license since you are with Singlehop. Try contacting their sales department to see if its offered.

Agreed, your server would be great for VPs with the exception of your hard drives, with 2 quad core and that much memory, ideally 2/4 scsi drives, otherwise 2/4 sata drives in raid1 or raid10
