Your budget is too low. Also windows reseller hostings generally more expensive than Linux. If you can increase your bunget least $20/month when you maybe find one. Look at Reseller Hosting Offers section of WHM and read the reviews on WHT.

I to have had nothing but helpful service from Premium Reseller, certainly worth doing a search of WHT to get a 'feel' of them. I would also suggest that whoever you 'shortlist' ask plenty of 'pre-sales' questions.
